Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149 as amended and other applicable state procurement and bidding statutes. M.G.L. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the following category; "General Construction".

Vendor will provide floor covering services on an "as-needed" basis for various buildings owned or leased by the City. A high priority of DPB&RM-Facilities is to maintain the floors in all of the City's public buildings and, when needed, to provide high quality and long lasting replacement floor coverings. Services include labor and materials for removal, disposal, repair, and replacement of various types of floor covering.

Bid documents and specifications will be available at no charge beginning September 3, 2014 at 9:00 AM, in person or by contacting the Office of Procurement during normal business hours. All questions regarding bid or its specifications must be made in writing and received by the Office of Procurement at least Seven (7) business days prior to bid opening, or September 10, 2014.

The contract value is estimated to be Four Hundred Thousand Dollars ($400,000.00) per year. The initial term of this contract will be One year, but the City will retain Two (2) one-year renewal options. All bidders are advised that the City of Springfield encourages the use of minority and women-owned business enterprises ("MWBE") and expects a good faith effort to comply with the City's goal of twenty (20%) percent MWBE participation.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
