Bid documents and specifications will be available at no charge beginning August 27, 2014 at 9:00 AM at the office of Procurement or by emailing a request on the City website at www.springfiedcityhall.com on the Procurement Office Page by hitting the Available Solicitations Tab.

There are two properties the City is seeking to redevelop, 870 State Street and an adjacent vacant parcel located on the east side of Hayden Avenue; parcels 06460-0035 and 11110-0175 correspondingly. The total area of both parcels is 18,212 square feet. The vacant parcel on east side Hayden Avenue is about 4,072 square feet and it is offered on this RFP in conjunction with 870 State Street. The total Assessed value is $180,000.00.

There will be a Site Visit on Wednesday, September 10, 2014 from 10:00-11:00 AM. Site Walkthrough will end when visitors have completed their inspection. Visitors are expected to arrive promptly at the given time as the property will not remain open if no visitors have arrived at the specified time.


The Chief Procurement Officer reserves the right to reject any or all redevelopment proposals. The property is being sold "as is" and the City makes no representations regarding the structural or environmental conditions. The selected developer accepts the properties "as is" with no exceptions.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
