Sealed bids for a Prime Contractor contract and a Filed Sub-Bid contract are requested through the Office of Procurement. Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149 as amended and other applicable statutes and reflects the changes of Chapter 193 of the Acts of 2004 relative to M.G.L.c.23A &44 and M.G.L. c. 7, and 44N. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, \\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"General Contractor.\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\" All Sub-Bidders must be certified by the State Division of Capital Asset Management in the category for which they are bidding.

Bids for Prime/General Contractor will be accepted at the Office of Procurement (Room 307 City Hall) until 2:00PM on September 18, 2014, at which time they will be publicly opened and read.

Bids for All Sub-Bidders will be accepted at the Office of Procurement (Room 307 City Hall) until 12:00PM on September 11, 2014, at which time they will be publicly opened and read.

This project is the Camp STAR Angelina Outdoor Amphitheatre. Work includes site preparation and demolition, sediment & erosion control, grading, storm water management, brick masonry seating walls, concrete sidewalks, and associated landscaping. Prime/General Contractor be certified by the State Division of Capital Asset Management in the category; \\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\"General Contractor.\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\" The Sub-Bidder must be certified by the State Division of Capital Asset Management in the category Masonry. Estimated cost of the project is Three Hundred Thousand Dollars ($300,000.00). A Site Visit has been scheduled for September 4, 2014 @ 10:00 A.M. at 300 Trafton Road, Springfield, MA 01108. Bid Forms and Contract Documents will be available August 27, 2014 at www.BidDocsOnline.com (may be viewed electronically and hardcopy requested).

There is a refundable plan deposit of $50.00 per set for each project (maximum of 2 sets) payable to BidDocsOnline Inc. Deposits must be electronically paid or must be a certified or cashiers check.

The City reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.

\" Section 3 of the Housing and Urban Development Act of 1968 applies to this project. Section 3 requires that, to the greatest extent feasible, opportunities for training and employment arising in connection with any project assisted with HUD funds be given to lower income persons residing with the project, project area, unit of local government, or metropolitan area. Contract awarded in connected with said HUD financial assistance, must, to the greatest extent feasible, be awarded to eligible business concerns, which are located in, or are owned in substantial part by persons residing in the same metropolitan area as the project.\"
