This Bid is governed by Massachusetts General Law (M.G.L.) Chapter 30, §39M, as well as other applicable statutes, and the bid process will be conducted accordingly.

The City of Springfield Facilities Department is requesting bids from qualified vendors to supply, install, and repair various types of fencing which include but are not limited to; Ornamental, Chain Link, Gates, and Posts. The services will be in various locations throughout the City on an as needed basis as determined by the Facilities Department. The Vendor is responsible for providing supervision, labor, materials, tools, and any other equipment or vehicles to perform the services. Complete Specifications are available at no charge at the Office of Procurement upon request.

The estimated value of the Contract is Two Hundred Fifty Thousand Dollars and 00/100 ($250,000.00) per year. The initial Contract will be for a One (1) year term, and the City will have Two (2) one-year renewal options, to be exercised at its sole discretion.

The selected Vendor must comply with Prevailing Wage rates and Davis Bacon Wage rates, whenever applicable. Vendors must provide a valid OSHA training certificate with bid submission. All questions regarding the bid or its specifications must be made in writing and received by the Office of Procurement at least seven business days prior to bid opening, or September 3, 2014, at 4:30 P.M. EST.

The City of Springfield's goal of twenty (20%) MWBE participation applies. There is a Five Percent (5%) Bid Deposit required. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
