14-247 - Supply and Installation of Swimming Pool Blankets

The City of Springfield Massachusetts (the "City") through its Department of Parks, Buildings & Recreation Management - Facilities Division ("DPBRM-Facilities") is seeking bids from a qualified vendor to supply and install an Automatic Reel Swimming Pool Blanket System at each of Four (4) locations located in the City of Springfield; Central High School, Science and Technology High School, Milton Bradley School, and Gerena School.

The blankets and automatic reel systems must be new, unused, of current production, designed and constructed to the highest industry standards, and from an established, recognizable manufacturer. The bidder must furnish with the bid the manufacturer's literature regarding the manufacturing company and about the blankets and reel systems which the bidder is proposing to supply. The bidder must provide the City with the amount of years of experience the manufacturer has regarding the installation of automatic pool blankets. The bidder must state whether the blankets and automatic reel systems will be custom made for these four installations.

The City intends to award a contract to the most responsive bidder that offers the lowest overall total for the supply and installation at the four locations. The value of the contract is estimated at Two Hundred Thousand Dollars and 00/100 ($200,000.00).

Prospective bidders are prohibited from obtaining information about this proposal from any City personnel. Inquiries received after the specified date and time will not be accepted.

Bids will be due at 2:00 P.M. on May 15, 2014, after which time the Office of Procurement will accept no other bids for this project.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
