14-235 - RFP: Services: Grant Program Manager for Springfield Police Department

The Springfield Police Department of the City of Springfield wishes to obtain the services of a qualified Grant Program Coordinator to be directly responsible for ensuring the timely completion of all Shannon Grant Initiative components and the coordination and intervention with the City\'s Safe and Successful Youth Initiative. Schedule and Chair all monthly meetings with partners in the Shannon Grant Initiative and attend meetings of the SSYI Initiative to promote coordination and cooperation among partners of these two (2) initiatives. Work closely with all service partners and manage those partners\' contracts and the scope of services provided in their sub-contracts. Estimated cost is not to exceed $45,000.


SCOPE OF SERVICES

Manage all aspects of the Shannon CSI model in accordance with agreement(s) with and between the Department of Public Safety and Security and the City of Springfield. Oversee all subcontracts issued by the City of Springfield Police Department to all program services providers. Also, to manage all IT applications implemented in support of the Shannon Grant. As well as train contracted services providers to use all centralized IT applications. The Shannon Coordinator will collaborate with the SSYI coordinator as it relates to joint meetings, information sharing and general administrative synchronization.


REQUEST FOR QUALIFICATIONS:

A. The Proposer shall submit the following information:

• Bachelor\'s degree in social services or public administration OR minimum five years\' experience in government concentrating in budgeting and grants.

• Extensive knowledge of the Massachusetts Juvenile Justice System

• Working knowledge of Federal Grants Management Systems (GMS), Grants.gov, Grants Payment Request system (GPRS) and Mass Compass system with (OSD).

• Strong PC skills in Excel, Word, database management, and process mapping.

• Excellent communications skills (oral and written)

CONTRACTOR\'S DUTIES AND RESPONSIBILITIES


• Coordinate and Chair monthly meetings with partners in the Safe and Successful Youth Initiative (SSYI) and Shannon Grant as well as Steering Committees and/or advisory boards..

• Monitor the servicing partners contracts and the scope of services provide in there agreements.

• The Shannon Coordinator will collaborate with the SSYI coordinator as it relates to joint meetings, information sharing and general administrative synchronization, etc. City will meet with both coordinators to makes sure open communication is taking place through the life of the grant.

• Aid in establishing a new, centralized data base utilizing innovative, cutting edge software to manage the entire Shannon Grant and SSYI initiative with a level of efficiency, coordination and transparency that has presented as a significant gap in our programming.

• Write, record and distribute minutes of all Shannon and SSYI meetings.

• Coordinate written contract agreements with servicing partners and appropriate City departments, to ensure compliance with City finance policies and procedures.

• Provide fiscal and programmatic administration of the City\'s comprehensive anti- gang efforts, develop and manage contracts with servicing partners.

• Keep current records of Shannon and SSYI funds spent and remaining balances of all servicing partners.

• Promote clear lines of communication and direction between involved servicing partners to ensure necessary interface for maximum service delivery.

• Prepare all progress and financial reports on a monthly, quarterly and annual basis for timely delivery to Shannon and SSYI funding source (EOPSS).

• Work with research partners to develop data and performance measurements to assess the effectiveness of the City\'s anti-gang violence response.

• Participate in developing annual continuation grant proposal in compliance with Shannon and SSYI Funding Agency\'s guidelines.

• Review all cash reimbursement requests, submitted by service providers to assure accurate compliance with existing budgets for processing.

• Assist/Coordinate in immediate community response to gang-related incidents

• Ensure all in-kind matching funds are reported and documented by vendors in
Compliance with EOPSS regulations

• Develop guidelines for servicing partners to follow when submitting annual applications for service delivery to Shannon and SSYI population.

• Promote and support liaison between law enforcement and community based Shannon and SSYI organizations.

• Participate in all technical Assistance and Statewide CSI meetings held by funding source (EOPSS).

• Must be CORI and SORI cleared.

• Provide training and support to any new staff hired to work in the Shannon and SSYI Grant.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
