14-234 - Furnish and Plant Trees

The City of Springfield Parks Department is requesting bids from qualified companies to supply personnel, equipment and trees as specified and to plant trees, primarily on tree belts, as required by the City Forester.
All plant material shall conform to American Standards of Nursery Stock.

Bidder must have on site staff with one of the following industry certifications: Massachusetts Certified Arborist;
International Society of Arboriculture Certification or Massachusetts Certified Horticulturist.

All bidders, prior to award of contract must present satisfactory evidence that they have been regularly engaged in this type of work and they are prepared with the necessary labor, materials and equipment to execute work to the satisfaction of the City. This evidence includes the following but is not limited to:
1. References, including names, addresses and phone numbers and descriptions and dates of completed projects completed in the past;
2. Please provide a payroll list, equipment and inventory,
3. Please indicate if inspection of Bidder's premises is allowed or not allowed by City Officials.


Bid is for one-year price agreement with two (2) one-year options to renew. Estimated annual cost is $80,000.00.
The bid is governed by Massachusetts General Laws (MGL) C.30 sec. 39 m and other Statutes.

Bidders may submit written questions via e-mail to on or before 5:00 pm EST, on April 23, 2014. No telephone calls, please. The email subject line must read: "Furnish and Plant Trees, Bid # 14-234", and emailed to lstabilo@springfieldcityhall.com and ecasey@springfieldcityhall.com. The City will compile all questions and email responses to all known bidders by 5:00 pm EST, on 4/25/14.

Bids must be received in the Office of Procurement on or before April 30, 2014, by 2:00 p.m. EST. All information in the proposal should be organized and presented as directed below. The proposal should provide a straightforward and concise description of the Bidder's commitment and ability to provide Furnishing and Planting Tree services as described in this IFB.

Any Bids received after the date and time specified will not be accepted, read, or evaluated.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
