This bid is subject to M.G.L. c. 30B.
Bids will be available starting Monday, March 24, 2014.
The City of Springfield Parks Department is requesting bids from qualified companies to supply personnel, equipment and trees as specified and to plant trees, primarily on tree belts, as required by the City Forester.
All plant material shall conform to American Standards of Nursery Stock.
Bidder must have on site staff with one of the following industry certifications: Massachusetts Certified Arborist;
International Society of Arboriculture Certification or Massachusetts Certified Horticulturist.
Bid is for one-year price agreement with two (2) one-year options to renew. Estimated annual cost is $80,000.00.
The bid is governed by Massachusetts General Laws (MGL) C.30 sec. 39 m and other Statutes.
All questions regarding bid or its specifications must be received by the Office of Procurement at least seven business days prior to bid opening.
A 5% Certified Check, Letter of Credit or Bond, payable to the City of Springfield, must accompany each bid. Surety bonds will only be accepted from Surety Companies licensed by the Division of Insurance to Transact Business in the Commonwealth of Massachusetts. Performance bond will be requested for the Automated Refuse Trucks.
The Chief Procurement Officer reserves the right to accept any bid, to reject and/or all bids and to waive minor irregularities and/or formalities as it deems to be in the best interest of the City. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
