The City of Springfield, on behalf of the Springfield School Committee, hereby invites the submission of sealed bids from reputable and qualified bus transportation companies for furnishing student transportation services in the Springfield public schools beginning July 1, 2014.

Bids will be received until 2:00 p.m. on February 13, 2014 at the Office of Procurement, attn: Chief Procurement Officer, City Hall - Room 307, Springfield, Massachusetts at which time and place all bids will be publicly opened.

A pre-bid conference will be held January 22, 2014 at 10:00 a.m. at the Springfield Public Schools, 1550 Main Street, 2nd floor board room, Springfield, Massachusetts.

Bids will remain firm for a period of sixty (60) days following the date of the opening, and shall thereafter remain firm until the bidder provides written notice to the city of Springfield chief procurement officer that the bid has been withdrawn.

The Chief Procurement Officer and the Springfield School Committee reserves the right to consider a contractors\' qualifications, experience, service, and reputation in the student transportation field, as well as the financial responsibility and specific qualifications set out herein of the prospective bidder, in considering whether a bidder is eligible and responsible to be considered for the award of contract. The chief procurement officer reserves the right to reject any or all bids.

The motor bus operator rate of pay per hour will be determined by the Commissioner of Labor and Industries of the Commonwealth. The conditions of employment and minimum wage rates shall prevail in the execution of the work under this Contract. The City of Springfield will require a performance bond from the vendor who is awarded the contract for this service for 100% of the value of the contract which must remain in effect for the entire term of the Agreement.

The Transportation Office is responsible for coordinating all the transportation needs for the Springfield Public Schools.

• 31 - 7D vans for Homeless Transportation


Questions regarding the IFB may also be submitted in writing to the Office of Procurement. In order to provide prompt answers to questions, the Chief Procurement Officer requests that all Proposers submit written questions seven days prior to the IFB response deadline. Accordingly, questions must be received in writing only at the City of Springfield\'s, Office of Procurement on February 4, 2014 by 4:00 P.M.
