14-017 - Services: Vacant Property Land Clean Up and/or Board and Secure

The City of Springfield is requesting bids for cleanup and/or securing of various properties throughout the City of Springfield, this is to include mowing, clearance, debris removal and boarding and securing. The Purchasing Department of the City of Springfield, Massachusetts acting through the Chief Procurement Officer and Director of the Office of Housing, issues these Request for bids to contractors who have an interest in furnishing all equipment and labor for cleanup and/or securing of various properties as required by the Office of Housing.

The City hereby requests sealed bids for mowing, clearing, debris removal and boarding and securing services for the period August 1, 2013 to July 31, 2014. The City reserves the right at its sole discretion to renew this Agreement for an additional two (2) one (1) year terms.

This bid is being ruled by MGL Chapter 30, section 39M since DCAM does not contain a category for the Board and Secure portion of the bid.

If at the time of the scheduled bid opening, City Hall or the Office of Procurement is closed due to uncontrolled events such as fire, snow, ice, building evacuation, etc., the bid opening will be postponed until 2:00 p.m. on the next normal business day. Bids will be accepted until that date and time.

The City reserves the right in its sole discretion to reject any or all bids, conduct investigations with respect to the qualifications of each Bidder or to verify documentation submitted.

All bid prices submitted in response to these specifications must remain firm for ninety (90) days following the bid opening.

The City shall determine the best price from a responsible and responsive Bidder taking into consideration the responsibility of the bidder and the lowest bid price that meets all the written criteria. The City reserves the right to award to multiple vendors.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
