at which time the bids will be publicly opened and read. Bid documents and specifications will be available at no charge beginning Wednesday, June 5, 2013:

Online at www.comm-pass.com by selecting the Solicitation tab and using the Browse All Open by Entity (City of Springfield) option at any time 24 hours a day, seven days a week. Please refer to the bid number and the opening date when inquiring. This bid is subject to M.G.L. c. 30 39M.

The Department of Capital Asset Construction requests blanket contracts with qualified bidders for the acquisition of sitework contractor services. The City retains the option to renew any resulting contracts for another two one-year terms. The City intends to award contracts to several vendors listed in the specifications. The estimated cost is $1,000,000.00 per vendor.

The conditions of employment and wage rates, as set forth by the Massachusetts Division of Occupational Safety shall prevail in the execution of work under this contract.

All questions regarding the bid or its specifications must be received by the Office of Procurement no later than June 13, 2013 by 4:00 P.M.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
