13-413 - RFP: Auctioneer Services for Tax Title Properties

The City of Springfield, Massachusetts, acting through the Chief Procurement Officer of the City, issues this Request for Proposals to parties who have an interest in providing real estate auction services to the City in connection with the City's on-going auctions of properties acquired through tax title foreclosure ("Tax Possession Properties") pursuant to Chapter 60 of the Massachusetts General Laws.

In connection with the Project the selected Proposer will provide general advice to the City and to certain of its contractors including Revenue Services, LLC regarding Tax Possession Properties and auctions.

The City hereby requests competitive sealed bid proposals in accordance with Massachusetts General Laws Chapter 30B, § 6 for the period August 1, 2013 through June 30, 2014, unless extended by the City in its sole discretion.

The City reserves the right at its sole discretion to renew any contract that is awarded as a result of this RFP for up to two (2) additional terms. The first renewal term would be for the period from July 1, 2014 to June 30, 2015. The second renewal term would be for the period from July 1, 2015 to June 30, 2016. Proposers must submit proposals for the entire term (i.e. the initial term and the two renewal terms). Proposals for a portion of the term will be rejected.

B. On June 3, 2013, the RFP will be made available to interested parties who submit a written request to the Chief Procurement Officer at the address listed in Subsection C below. Each request must be in writing and state to whom and what address the documents requested are to be delivered. The RFP will be mailed or available for download on State website at www.comm-pass.com. Beginning this date, a copy of the RFP will also be available for inspection at the City Office of Procurement, Monday through Friday from 9:00 a.m. to 4:00 p.m.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
