13-337 - RFP: Consulting Services: Healthy Design Coordinator for "Live Well Springfield"

The City of Springfield's Office of Planning and Economic Development (OPED) is seeking a Healthy Design Coordinator (HDC) to take the lead on strategies under different Project Period Objectives as detailed below and to partner with the various other "Lead Implementers" on 21 strategies as detailed in the project's Community Transformation Implementation Program (CTIP), Appendix A.

The selected HDC will be required to meet regularly with city staff, Live Well Springfield partners, including PVPC staff and community based organizations (CBOs) and the UMass School of Public Health evaluators, to help achieve the four primary objectives of the grant:

• 1) increase the number of Springfield residents in target neighborhoods (South End, North End, Mason Square and Metro Center) with access to healthy food options;

• 2) increase the number of Springfield residents in target neighborhoods (South End, North End, Mason Square and Metro Center)with access to physical activity opportunities;

• 3) increase the number of Springfield residents in target neighborhoods (South End, North End, Mason Square and Metro Center) with increased access to healthy and safe physical environments; and

• 4) increase Springfield residents' in target neighborhoods (South End, North End, Mason Square and Metro Center) awareness and interest for healthy eating and physical activity.

The OPED Healthy Design Coordinator (HDC) is primarily responsible for assisting with the development of a bike/pedestrian plan for Springfield that identifies gaps in existing bicycle/pedestrian infrastructure as well as integrating consideration of pedestrian and bicyclist needs into the city development review process and launching the implementation of the completed bike/pedestrian plan.

The submission and review of such proposals must comply with 24 CFR Part 85; MGL Chapter 30B; Centers for Disease Control (CDC) policies and other laws and regulations of
the Commonwealth. Acceptance of any proposal to provide such services is subject to the continued availability of funds through the CDC.

The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
