13-305 - Consultant to schedule, conduct, administer and rate candidates for entry-level firefighters
End date: Tuesday March 19, 2013 at 2 p.m.The City of Springfield, Division of Human Resources is requesting proposals from an appropriate and qualified consultant or firm to develop, schedule, conduct, administer and rate candidates for the position of entry level firefighter using a panel interview.
All members of the panel must have experience in the review and selection of public safety personnel in Massachusetts. The successful bidder shall provide detailed information regarding the number of interviewers and their relevant work experience for interviewing and assisting the City in selecting individuals for position of entry level fire fighter.
Springfield is a civil service community so experience with civil service hiring is greatly preferred.
The selected firm or individual, nor any member of the interview panel, must not have any present or prior contractual, employment or familial relationship to employees of the Springfield Fire Department or to any of the candidates.
The selected Consultant shall perform the services as contracted for, for the entry level positions of Springfield firefighters within the Springfield Fire Department. The anticipated number of candidates ranges from 10-30.
The successful bidder will develop criteria for evaluating the fire fighter candidates. The successful bidder must meet with the Fire Commissioner before the interview process begins to discuss the Fire Commissioner's recommendations for conducting the interview process and the Fire Commissioner's recommendations for the criteria to measure the candidates with.
Prior to conducting these interviews, the successful bidder will supply the candidates to be interviewed with a description of the criteria by which their credentials and interviews will be evaluated. Said description will be supplied reasonably in advance of the interviews.
The consultant will, to the best of his or her ability, provide that each of the interview questions on the interview, shall be whole without cultural, racial or sexual bias, and shall be entirely neutral with respect to race, color, sex, national origin and religion. The interview questions, each, shall bear a demonstrable relationship to the ability-to-perform the duties of the said position in the Springfield Fire Department.
