13-281 - RFP for 2013 Senator Charles E. Shannon Jr. Community Safety Initiative

The City of Springfield and Executive Office of Public Safety and Security's (EOPSS) Office of Grants & Research (OGR) is responsible for administering the Senator Charles E. Shannon Jr., Community Safety Initiative (Shannon CSI) Grant Program. The Shannon CSI Grant Program is authorized by Chapter 68 of the Massachusetts Acts of 2011, An Act Making Appropriations for the Fiscal Year 2013.

The Shannon CSI Grant Program incorporates the key elements of the Office of Juvenile Justice and Delinquency Prevention Comprehensive Gang Model. Grant funding, oversight, and technical assistance supports regional and multi-disciplinary approaches to combat gang and youth violence through coordinated prevention and intervention, law enforcement, prosecution, and reintegration programs.

This procurement is not subject to 30B. The City of Springfield does require that all Bidders follow the terms and conditions stated in this bid and all its processes.

Funding Overview

City of Springfield expects to make multiple awards based on funding awarded to the City of Springfield by the (EOPSS) for the program year for 2013 as a result of this RFP.

Preference will be given to applications that
(1) propose programs that target geographical areas with demonstrated high levels of youth violence, gang problems, and substance abuse,
(2) demonstrate a commitment to City of Springfield,
(3) outline a comprehensive plan to work with multi-disciplinary partners,
(4) provide a written commitment to grant funds with a 25% contribution from public or private sources.
City of Springfield encourages sign-off by the CEO of the applying agency.


Applicant Eligibility and Qualifications

The 2013 Shannon CSI Grant Program will be offered as a modified competitive process. Only Not for Profit and Faith Based Organizations that are in compliance with the rules and regulations of the Secretary of State Corporations Division.

Project Duration: Applicants should apply for twelve months of funding. The anticipated funding cycle for projects will begin on March 1, 2013 and end December 31, 2013. All funding and issuing of any applicant awards is dependent on the City receiving grant funding from the states Executive Office of Public Safety and Security. Any awards and project periods will be adjusted once funding is received by the City.

Submission Process and Deadline

ONE ORIGINAL and THREE COPIES AND ONE CD of the (NON- PRICE TECHNICAL PROPOSAL) and ONE ORIGINAL AND THREE COPIES AND ONE (1) CD of the PRICE PROPOSAL) must be received no later than 2:00pm on Thursday, January 31, 2013. Proposals must be received at the Procurement Office no later than 2:00 p.m. EST on Thursday, January 31, 2013. The deadline will be strictly observed. Proposals delivered to any other office or location will be rejected as non-responsive. If at the time of the scheduled RFP opening, City Hall or the Office of Procurement is closed due to uncontrolled events such as fire, snow, ice, wind, or building evacuation, the RFP opening will be postponed until 2:00 p.m. on the next normal business day. RFP will be accepted until that date and time.

Proposals shall be delivered by U.S. Mail, Federal Express or other such service or by hand. Delivery by facsimile is prohibited. It is the Proposer's sole responsibility to ensure that its proposal is received at the proper location at or prior to the deadline.

This procurement is not subject to Massachusetts General Laws, Chapter 30B, § 6, however, the City of Springfield requires that all Bidders must follow the terms and conditions as set forth in this bid process.

Technical Proposal - which shall include all required items explained in specifications, (ONE ORIGINAL and THREE COPIES AND ONE CD of the (NON- PRICE TECHNICAL PROPOSAL) however, the Price Proposal shall not be submitted with the Technical Proposal; and,

Price Proposal - The Applicant shall complete the attached worksheet and all its folders. Submit ONE ORIGINAL AND THREE COPIES AND ONE (1) CD of the PRICE PROPOSAL). The Price Proposal Form is attached to this RFP as Exhibit #1. No pricing shall be submitted with the Technical Proposal.

Technical Proposal and Price Proposal attached hereto shall each be detached from this document and submitted as a cover sheet to the documents prepared by the Proposer for its Technical Proposal or Price Proposal, respectively. The Technical Proposal and Price Proposal, shall be submitted in separate sealed envelopes addressed as set forth above. Each envelope shall be clearly marked "SHANNON GRANT SAFETY INITIATIVE 2013" PROPOSAL/BID NO: SPG-13-281: together with the additional legend "TECHNICAL PROPOSAL" OR "PRICE PROPOSAL" as appropriate.

Proposal Forms shall be completed in ink or by typewriter. The price of each item shall be stated in words and figures. All blanks must be filled in. Proposals by corporations shall be executed in the corporate name by the president or other corporate officer accompanied by evidence of authority to sign and attested by the secretary or an assistant secretary. The corporate address and state of incorporation shall be shown below the signature. Proposals by partnerships shall be executed in the partnership name and signed by a partner, whose title shall appear under the signature. The official address of the partnership shall be shown below the signature. Proposals by joint ventures shall be similarly executed by all joint venture partners. All names shall be typed or printed below the signature.

Each Proposal Form shall contain an acknowledgment of receipt of all Addenda (the numbers of which shall be filled in on the Form). The address to which communications regarding the proposal are to be directed shall be shown.

A Proposer may correct, modify or withdraw its proposal by written notice received by City at the address specified above prior to the time and date specified for the receipt of proposals. After such time, a Proposer may not change the price or any other provision of its proposal in a manner prejudicial to City or fair competition.

As provided in M.G.L. c. 30B, § 6, the proposals shall not be opened publicly, but the City shall cause them to be opened in the presence of one or more witnesses at the time specified above. Until the completion of the evaluations, or until the time for acceptance specified above, whichever occurs earlier, the contents of the proposals shall remain confidential and shall not be disclosed to competing Proposers. At the opening of proposals, the City shall prepare a register of proposals which shall include the name of each Proposer and the number of modifications, if any, received. The City may open the price proposals at a later time, and shall open the price proposals so as to avoid disclosure to the individuals evaluating the proposals on the basis of criteria other than price.

The City shall determine the most advantageous proposal from a responsible and responsive Proposer taking into consideration price and the evaluation criteria set forth in the RFP. The City shall award the contract by written notice to the selected Proposer within the time for acceptance specified above. The parties may extend the time for acceptance by mutual agreement. Inclusion of any such condition in a proposal shall be cause for rejection of the proposal.

If the City awards the contract to a Proposer who did not submit the lowest price, it shall explain the reasons for the award in writing, specifying in reasonable detail the basis for determining that the quality of services under the contract will not exceed its actual needs.

As provided in M.G.L. c. 30B, § 12, the City may not enter into a contract unless funds are available for the first fiscal year at the time of contracting. Payment and performance obligations for succeeding fiscal years shall depend upon the availability and appropriation of funds. The City, therefore, must reserve the right to cancel the contract if funds are not appropriated or otherwise made available to any fiscal year succeeding the first year.

Late submissions will not be considered.

The submission requirements for each proposal are as follows:

A team of reviewers shall qualitatively rate each site applying for funding by evaluating the application for comprehensiveness, appropriateness, feasibility, clarity, effectiveness, innovation, and responsiveness to the goals of the legislative authorizations language, and the elements of the OJJDP Comprehensive Gang Strategy. Shannon CSI applications will be judged based on the elements below.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

All questions regarding bid or its specifications must be received by the Office of Procurement business no later than five (5) (January 23, 2013) days prior to deadline for proposal submittals. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals.
