13-134 - Request for Qualifications for Proposed Destination Casino Resort Development

PHASE I- RFQ/RFP ISSUED FOR
SPRINGFIELD, MASSACHUSETTS DESTINATION CASINO RESORT

(September 21, 2012) - The City is pleased to announce that it has issued its Phase I- Request for Qualifications/Request for Proposals for a proposed destination casino resort development to be located in the City. Through this RFQ/RFP process the City seeks to pre-qualify enterprises desirous of participating in the City\\\'s Phase II process, the purpose of which will be to select one or more enterprises with whom the City will negotiate a host community agreement for the development, construction and operation of a destination casino resort project. Upon the successful conclusion of those negotiations, targeted for the end of April 2013, the final host community agreement or agreements will be submitted to the City Council for approval and then to the City\\\'s voters. Once approved in this manner, the host community agreement must be provided to the Massachusetts Gaming Commission by any applicant for a gaming license.

The City has established a webpage located at www.springfield-ma.gov/casino (the \\\"Webpage\\\"). The Webpage is dedicated to informing the City\\\'s residents, enterprises participating in the RFQ/P process and other interested parties as to matters concerning the Project, the process for selecting one or more enterprises with whom the City will negotiate a host community agreement for developing, constructing and operating the Project, and for other matters concerning the Project.

The City will post all information concerning the RFQ/P process on the Webpage including, without limitation, any addenda, the City\\\'s written responses to any proposer questions, or other documents or information relevant to the RFQ/P process. It is each proposer\\\'s responsibility to check the Webpage for any such addenda or other documents and information.

Bids will be due at the Office of Procurement on Thursday, October 11, 2012 at 5:00 P.M. EST.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
