13-023 - Services: Containerized Solid Waste/Recycling

The City of Springfield is seeking bids from qualified and experienced firms for containerized Solid Waste and recycling collection and disposal services for multi-family residences with more than three units, commercial properties, and properties owned by non-profit organizations within the City.

Bidders will be evaluated on their experience, track record, capacity, ability to provide the requested performance bond, and the price of the Services. The selected Bidder shall be referred to herein as the "Contractor."

The Contractor will enter into a contract with the City whereby the Contractor offers Services to Property Owners at a fixed price. Property Owners will not be obligated to purchase Services from the Contractor. For Property Owners who opt to purchase Services from the Contractor, the Contractor will provide weekly collection and disposal of containerized Solid Waste and Recycling, and all tasks necessary or incidental thereto. The Contractor will also pay the City a fixed administrative fee to cover the City's costs of monitoring and ensuring compliance with the Contract.

All haulers who collect solid waste and/or recyclable material from any building in the City of Springfield must comply with all applicable federal, state, and local laws, ordinances, rules and regulations.

Time for Performance; Options to Renew: the Contract and the Services thereunder shall start on September 1, 2012 and end on August 31, 2013, unless extended in accordance with this Paragraph. Under the Contract, the City shall have two (2) options to renew the Contract for one (1) year.

Any renewal periods shall be on the same terms and conditions of the Contract, provided however, that the Contractor may elect to adjust the Service Fee charged to Property Owners according to the change in the annual average of the Consumer Price Index between the previous calendar year and the second previous calendar year.

The relevant Consumer Price Index shall be the CPI-U, Northeast Region, All Items, Series Title CUUR0100SA0, Base Period 1982-84=100. If the Contractor elects not to adjust the Service Fee according to the Consumer Price Index, the Service Fee shall remain the same as it was in the initial Contract term.

Performance Bond and Remedies for Breach of Contract: At the time it submits its bid, the Contractor shall provide the City with a performance bond in the amount of Ten Thousand Dollars ($10,000.00). The City shall return the performance bonds of all Bidders who were not selected within ten (10) days of selecting the winning Bidder.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
