13-011 - Consultant for Tree Replanting Program

The City of Springfield (hereafter "the City") is soliciting bids for a consultant to manage a Tree Replanting Program for Springfield Parks, Buildings and Recreation Department and ReGreen Springfield, Inc.

The Massachusetts Clean Energy Technology Center (MassCEC) is funding Springfield to plant up to 1,000 trees in specified areas in the City that were affected by the devastating tornado and storms of 2011. The MassCEC grant is based on making city homes more energy efficient, ("Energy Saving Trees").

Locations for Planting:

• Up to 120 trees along public streets
• Up to 600 trees private residential property
• Up to 60 trees on public property adjacent to municipal buildings

The severe weather events of 2011 created a significant loss of urban tree canopy cover. A methodical replanting program and strategic tree siting will help replace the many benefits trees provide to the City of Springfield and its residents.

The Springfield Parks, Buildings and Recreation Management ("DPBRM") department and ReGreen Springfield, Inc. is looking for a consultant assist City with obtaining permissions to strategically plant an estimated 600 trees on private property and inventory planting sites. Consultant to collect all planting site data fields and deliver to City utilizing a computerized inventory data collection software.

Task 1: Obtain Off-Right-of-Way Tree Planting Permission
Consultant will conduct a door- to- door outreach program within the designated area of Springfield with the goal of obtaining permission to strategically plant an estimated 600 trees on private property. An inventory of potential planting sites on private property will be delivered.

Task 2: Verification of Off-Right-of-Way Tree Planting

A verification inventory of trees planted will be undertaken to obtain final, exact location data, verify species, assure proper planting techniques were used, and perform outreach with homeowners to encourage adequate maintenance.


Time is of the essence in completion of this work. The City requires all final, accepted deliverables to be submitted by July 2012. It is the vendor's responsibility to deliver products that meet the requirements of this RFP within this timeframe and as stated in the vendor's proposal, or as otherwise agreed to by contract.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
