12-296 - Services: Security Installation/Repairs/Maintenance for Springfield Public Schools

End date: Friday March 9, 2012 at 2 p.m.

Springfield Public Schools, in conjunction with the City of Springfield, (hereinafter called the "City"), is soliciting a bid for a one (1) year contract with a two (2) year renewal provision to provide Monitoring, Maintenance, Data Base Management, Upgrades, Modifications and New Systems services to its existing installed security, video surveillance and access control systems at each of the facilities listed within this document and additional City of Springfield facilities as required. In order to provide these services, any vendor submitting a bid must be capable of utilizing all existing components owned by the City. If any components must be replaced in order for the vendor to provide these services, then it must be accomplished according to the provisions detailed within this document and at the vendor's expense.

General Requirements

1. Vendor must possess a current D.C.A.M. certificate for Alarm Systems.

2. Bidders are required to have a current S-license (formally known as the "Security Systems Contractor's License") issued by the Massachusetts Department of Public Safety.

3. The City of Springfield reserves the right to reject any and all proposals in part or in total if in best interest of the City.

4. A local or 800 number for both questions and servicing must be provided on a 24 hours/day - 7-days/week basis.

5. Vendor must complete any equipment replacements, if applicable, within 60 days of notification of contract start date.

6. Vendor must state ALL exceptions on signed company letterhead. (If no exceptions, a letter so stating must be submitted.)

7. The Director of Safety & Security (or his/her designee) is responsible for the safety and security for all Springfield Public School facilities as listed.

8. The Executive Director of Parks, Buildings & Recreation Management (or his/her designee) is responsible for the safety and security for all City of Springfield municipal facilities as listed and inclusive of this contract.

9. The Executive Director of Safety & Security (or his/her designee) reserves the right to make unannounced site visits to contractor's place of business, office, warehouse, storage facility.

10. Existing premise security systems consists of but are not limited to the perimeter and internal door contacts, internal impact audio sensors, motion detectors, glass break sensors, temperature sensors, boiler relays, visitor entry systems, access control systems, dvr based camera systems and IP server based camera systems. System design diagrams for each facility are available for review by contacting the Director of Safety & Security (or his/her designee).

11. A key feature of the existing envelope of security is the ability to have audio information when a panic code is transmitted. This feature allows emergency personnel critical tracking and activity information in a crisis. "As equal" proposed systems would be accepted only upon approval of the Director of Safety & Security (or his/her designee).

12. Vendor must provide trainings and/or security workshops for designated City personnel minimally twice a year at the request of the Director of Safety & Security (or his/her designee).

13. If, after the start of this contract, the vendor shall install a system within another city facility, then this contract will allow for the inclusion of "Monitoring / Maintenance / Modifications" under the provisions of this contract for its duration and a negotiated price.

14. Vendor must have a minimum of 10 year's experience in the monitoring of impact audio activated systems. Springfield Public Schools have standardized on the benefits of Impact Audio detection and verification technology and DOES NOT entertain the option of replacing this technology.

15. Vendor must provide a list of at least 10 School Departments that they currently monitor and maintain utilizing impact audio activated systems.

16. Vendor must be able to provide a list of apprehensions.

Payment and Performance Bond

A Payment and Performance Bond in the amount of 100% of bid shall be provided by the successful Proposer. Failure to provide these Bonds within the time allowed shall be a basis for rescinding the award. All bonds must be issued by surety companies licensed by the State Division of Insurance to transact business in the Commonwealth of Massachusetts.

Prevailing Wages

All Vendors shall comply with the Employment Requirements and the Minimum Prevailing Wage as set forth by the Massachusetts Commissioner of Labor and Workforce Development Division of Occupational Safety and the Division of Capital and Asset Management for their trade.

Insurance Requirements

The Contractor shall provide insurance coverage as attached to bid specifications: This insurance shall be provided at the Contractor's expense and shall be in full force and effect during the full term of this contract. The City shall be named as the additional insured on the Contractors Liability.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
