12-185 - RFQ: Environmental Consultant Services for Union Street Cleanup

The City of Springfield, Massachusetts is requesting qualifications from environmental firms for the purpose of performing planning and oversight of environmental clean up at the Union Station site. This project is being funded through Cooperative Agreements between the City and the U.S. Environmental Protection (EPA) and is subject to all EPA and Massachusetts Department of Environmental Protection (DEP) regulations. The estimated contract start date is December 20th, 2011.

Once a thriving railroad hub, Union Station has been vacant for more than 30 years. Past efforts to redevelop this facility were not successful due to for a variety of reasons, but the common denominator was that the plans were not based on market realities. The current Union Station Redevelopment Plan takes a grounded approach based on well-defined objectives, available funding, economic viability and the realities of the real estate market, and recommends a framework for success which meets these criteria.

Redevelopment Plan Objectives:
• Create a 21st Century transit facility that enhances regional mobility
• Maximize the multimodal transportation attributes of Union Station
• Improve access and connectivity to public transportation
• Adaptively reuse and preserve an important historical structure
• Revitalize the property with viable transit and transit-oriented uses
• Ensure that capital improvements are feasible and ongoing operations sustainable
• Spur local area economic development over the long-term

The Redevelopment Plan (the "Plan") encompasses the existing Union Station parcel and the former Hotel Charles site (the entire block from Main Street to Dwight Street and from the present Amtrak Station to Frank B. Murray Street). The existing Station is comprised of two landmark structures both built in 1926: 1) the 120,000 sq. ft. three-story Terminal Building; and, 2) the 92,600 sq. ft. two-story Baggage Building. The Plan calls for restoring the station's historic integrity while modernizing its structure to provide a safer, more accessible, and environmentally friendly facility. The redevelopment project will transform the rail terminal into a fully modern transportation facility with a restored 120,250-square-foot main area, and a 24-bay bus terminal with 455 structured parking spaces on the site of the current Baggage Building. Design for the redevelopment project is underway, with construction anticipated to start in September 2012.


TRC conducted subsurface investigations for MassDEP on behalf of the SRA from July 2010 through April 2011. Initial Phase II soil and groundwater sampling took place in July and August
2010. Subsurface conditions observed during the July and August 2011 investigation lead to a geophysical investigation in December 2010 and an additional subsurface investigation (e.g., soil, groundwater, and soil gas sampling) in March and April 2011.

In August 2011, the City of Springfield was awarded a Brownfields Cleanup grant from the U.S. Environmental Protection Agency (EPA). The goal of the City's award is to perform any necessary environmental remediation at Union Station to ensure the site is ready for the next phase of development. The Consultant is strongly encouraged to review the public documents available through the Massachusetts Department of Environmental Protection under RTN # 1-17919 for this site. Additional past reports are available for review at the Office of Planning and Economic Development. Proposals must be delivered to the City of Springfield, 36 Court Street, 4th Floor, Office of Procurement, Springfield, MA 01103 no later than December 15, 2011 at 2:00 p.m.

If, at the time of the scheduled bid opening, City Hall is closed due to uncontrolled events such as fire, snow, ice, wind, or building evacuation, the proposal acceptance will be postponed until 2:00 p.m. on the next normal business day.

If any changes are made to this RFQ, an addendum will be issued on www.comm-pass.com. to all bidders on record as downloading the RFQ through Comm-Pass via the "Interested in Bid Partnering" module.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
