12-112 - RFP License to Operate Food & Beverage Concession at Cyr Arena

End date: Friday October 14, 2011 at 2 p.m.

Scope of Services:
Vendor will operate, manage and maintain a food and beverage concession facility at Cyr Arena ("Concession Premises"). The Premises to include only the concession area within Cyr Arena, being a space approximately six feet by twelve feet.

The concession is to be operated only to service food and beverages to the patrons and visitors of Cyr Arena and not for other purposes such as parties or fundraisers or general sales such as in a market unless approved in writing by the Executive Director of Parks, Buildings, and Recreation Management.

The Concession Premises are required to be properly outfitted by the Vendor and is required to meet all applicable requirements of law including health and safety codes and regulations. The concession must be fully prepared to open on or before November 1, 2011 but no later than November 7, 2011 (unless such a later date is specifically approved by the City). The anticipated operating season of the Concession Premises will be from November 1, 2011 to April 1, 2012. The City reserves the right to extend the contract for two additional operating seasons commencing on September 1, 2012 and September 1, 2013.

A site visit will be scheduled for October 4, 2011 between the hours of 1 p.m. and 3 p.m. The site tour will be handled by John Cirelli. Any bidders that have any questions during and/or after the site visit, the bidder must submit their questions before 4 p.m. on October 5, 2011. The target date for responses in the form of an addendum will be on October 7, 2011. Bids will be opened on October 14, 2011.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
