12-034 - RFP: Title I Educational Services

The purpose of this RFP is to find and contract a qualified third party to provide supplemental educational and counseling services in the areas of mathematics and reading to non-public students. Services will be delivered to K-12 students who meet the eligibility criteria and who reside in eligible school attendance areas. Those attendance areas designated as school-wide or local school projects in the public school sector will determine the number of eligible students.

The total amount of this RFP is for $151,685.00 for year one. The estimated total of students is 210.

This request for proposals covers a three year time period. The first time period is from September 1, 2011 through August 31, 2012, the second time period is September 1, 2012 through August 31, 2013, and the third time period is September 1 2013 through August 31, 2014. The continuation of this RFP is contingent on funding availability and evaluations of services.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

Bid documents will be available at no charge through two channels beginning August 1, 2011. All inquiries should reference the bid number and the opening dates.

2. In person at the Office of Procurement, 36 Court Street, Room 405, Springfield, MA 01103 during normal business days, Monday through Friday between 8:30 AM and 4:00 PM. Please refer to the bid number and the opening date when inquiring. This bid is subject to M.G.L. c. 30B.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
