12-015 - RFP: Choice Neighborhoods Initiative Planning Coordinator

The City of Springfield is seeking to contract with a single qualified consultant , either an individual or a firm (hereinafter referred to as the "Consultant") to serve as the Planning Coordinator for a Choice Neighborhood Initiatives planning process to assist the City and its partners in creating a Transformation Plan for the South End neighborhood in Springfield, Massachusetts.

A Transformation Plan is a comprehensive neighborhood revitalization strategy which, when implemented, will achieve the three core goals of the US Department of Housing and Urban Development's Choice Neighborhoods Initiative: 1) Housing--Transform distressed public and assisted housing into energy-efficient, mixed-income housing that is physically and financially viable over the long-term; 2) People-Support positive outcomes for families who live in the target development(s) and the surrounding neighborhood, particularly outcomes related to residents' health, safety, employment, mobility, and education; and 3) Neighborhood-Transform distressed, high-poverty neighborhoods into viable, mixed-income neighborhoods with access to well-functioning services, high quality public schools and education programs, high quality early learning programs and services, public assets, public transportation, and improved access to jobs.

The City of Springfield seeks a Consultant with extensive professional experience in leading comprehensive neighborhood planning processes, particularly HOPE VI planning processes, which lead to implementation activities and improved outcomes. The Consultant will work with the City, the Springfield Housing Authority, First Resource Development, and community stakeholders to create a rigorously-developed neighborhood Transformation Plan for Springfield's South End neighborhood and build the support necessary for neighborhood transformation to be successful.

The Transformation Plan created through this planning initiative is expected to be the basis for the City's application in a future year for a Choice Neighborhoods Initiative implementation grant.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
