11-399 - Transportation of Homeless Students for Springfield Public Schools
End date: Tuesday July 12, 2011 at 2 p.m.The Springfield Public Schools ("SPS"), a City department, is in need of a firm to provide alternative homeless school bus transportation on an "as needed" basis to approximately 143 "out of district" students.
The Bidder(s) must have the necessary qualifications, equipment and specialized vehicles to perform the services for the City.
Bidders are invited to submit bids on homeless transportation for City of Springfield Public Schools.
INFORMATION
As of November 2010, the SPS provided alternative transportation services to and from Springfield schools to approximately 143 homeless students residing in the communities below:
Agawam, Amherst, Belchertown, Chicopee, Deerfield, East Longmeadow, Easthampton, Granby, Greenfield, Hadley, Hampden, Holyoke, Longmeadow, Ludlow, Monson, Northampton, Palmer, South Hadley, Southampton, Southwick, Springfield, Ware, Westfield, West Springfield, Wilbraham, and Westhampton.
Bidders are advised that the alternative transportation services provided under the contract will not necessarily be limited to the cities and towns listed above, and may include others. The population of students serviced under the contract is subject to change without advance notice to SPS, both in numbers of students and geographic locations. The Bidder/s must be able to accommodate changes in numbers of students and locations to be serviced on short notice. The SPS will give the successful Bidder as much advance notice as possible of changes in numbers of students and locations to be served.
The City of Springfield will require a performance bond from the vendor who is awarded the contract for this service for 100% of the value of the contract which must remain in effect for the entire term of the Agreement. The performance bond shall run in favor of the City of Springfield, shall be in such form as is acceptable to the City, and shall be issued by a surety company or companies qualified to do business in Massachusetts.
This bond must be attached to this Agreement upon execution. The bond must guarantee the fulfillment of all terms and conditions of this contract. Said bond must be submitted within seven (7) days (Saturdays, Sundays and Holidays excluded) from the date of mailing of the notice that the contract is ready for signature.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
