11-255 - Redevelopment of Chesnut Jr. High School

The City of Springfield is requesting proposals for the redevelopment of 495 Chestnut Street. The property is located in the Memorial Square neighborhood. The property consists of seven distinct parcels including a vacant school built in 1901 on a 138,916 square foot lot as well as six adjacent parcels which combine for an additional 23,167 square feet.

The City's goal is that any development be compatible with the character of Springfield and enhance the positive qualities of its Downtown and surrounding neighborhoods It is a further goal that proposals for the Property be economically viable and demonstrate an ability to generate activity in Downtown and further benefit the greater Springfield community.

The property is located in the northwest corner of Springfield and is part of the city's "North End". Although the section of the neighborhood where the property is located is primarily residential, the neighborhood also has a mix of commercial and industrial uses. The primary commercial corridor runs along Main Street to the west. This corridor is characterized by numerous small stores and shopping centers. The site is centrally located with direct access from both Interstate 91 and Interstate 291. The Mass Pike is also within a short driving distance.

The neighborhood is home to two of the regions largest employers, Baystate Health Systems and Mercy Medical Center. Both of these institutions have invested heavily in this area which has revitalized significant portions of this community. The site is also directly adjacent to the city's downtown which houses many of Springfield's cultural amenities. These amenities include Symphony Hall, City Stage, the Library & Museums at the Quadrangle and the new MassMutual Convention Center. Also, within short walking distance from the site are one of Springfield's largest parks, the Connecticut River Walk & Bikeway and the YMCA health and recreational facility.

Given the location of this architecturally significant structure and its proximity to Springfield's numerous assets, the city believes that this site offers a unique opportunity for redevelopment.

The property consists of seven parcels of Residence C zoned land that according to the City of Springfield Assessor's office contains a total of approximately 3.72 acres (162,113 square feet).

The property is improved by a vacant, three story building that is owned by the City of Springfield and was formerly known as the Chestnut Middle School. The building contains a total of 169,744 square feet of gross building area. The ground floor encompasses 72,760 square feet, the second floor contains 62,712 square feet and the finished basement has 34,302 square feet of area. There is a third floor that encompasses 28,208 square feet of area, area has not been included in total gross building area as this floor was not built out.

In order to provide prompt answers to questions, the RFP Committee requests that all proposers submit written questions twenty days prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement not later than March 7, 2011. Questions may be faxed, mailed, or submitted through BidSync. The RFP Committee will compile written answers which will be mailed back to all Proposers who requested a copy of the RFP, no later than March 14, 2011.
