11-176 - RFP: Regional Emergency Communications Center Study

The City of Springfield, Massachusetts, is seeking to enter into a contract with a qualified consulting firm to conduct a feasibility study and provide technical expertise, support and advice concerning the economic, operational, technical feasibility, best practices models and the implementation of a consolidated Public Safety Answering Point (PSAP)/Regional Emergency Communications Center (RECC) for the City of Springfield, City of Holyoke, City of Chicopee, City of West Springfield, Town of Longmeadow, and Town of East Longmeadow, combining the dispatch services for fire, police, and emergency medical services, and to include a state-of-the-art emergency operations center. The consolidated PSAP/RECC, if technically and financially feasible, will be constructed and operated pursuant to NFPA standards and the FEMA incident command system.

The contract developed pursuant to this RFP shall be effective February 1, 2011 through July 31, 2011. The successful proposer shall be required to complete its work under this RFP within 2-4 months from the date of contract signing.

Pre-Bid Conference will be held on Monday, November 29, 2010 at 9:30 a.m. (EST) at City of Springfield Police Headquarters, 130 Pearl Street, Springfield MA 01105. At that point any potential contractors will be able to review the current dispatch facilities on the ground at headquarters. Immediately following this review, potential proposers may travel to any or all of the six (6) municipalities to review the dispatch centers at each location.

This RFP issued by the City is pursuant to Section 6 of Chapter 30B of the Massachusetts General Laws (MGL), which section is incorporated herein by reference.
The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
