10-557 - Rebuild North Wall at Talmadge Elementary School

End date: Wednesday June 30, 2010 at 2 p.m.

Sealed bids for the contract(s) are requested through the Office of Procurement. Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149 as amended, and other applicable statutes and includes the changes of chapter 193 of the Acts of 2004. Chapter 149 requires that the Contractors be certified by the State Division of Capital Asset Management.

Demolish and rebuild the North Wall of the Talmadge Elementary School, at 1395 Allen
Street, Springfield, MA 01108. Renovations to include a complete demolition of the wall
and foundation. Placement of new reinforced concrete footings and foundations, and
rebuilding of masonry wall to roof structure. Miscellaneous patching and finish work to the interior spaces at the junctures of the new exterior wall, including but not limited to
acoustical suspended ceilings, new vinyl floor tiles, and painting.

The estimated start date is July 12, 2010 and the estimated finish date is
September 3, 2010.

The Solicitation Package (Request for Services) will be available at www.biddocsonline.com (may be viewed electronically and hard copy requested) or picked up at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167). When on the web site, click on the "Solicitation Tab" at the top of the page and then click on "Services Solicitation" and then click on the solicitation project name. Once on the project page, scroll down and click on the icons.

There is a refundable deposit of $50.00 per set (maximum of 2 sets) payable to BidDocsOnline, Inc.

Deposits Fees shall be electronic (online) or via certified check payable to BidDocs ONLINE Inc. Checks are to be mailed to BidDocs ONLINE Inc., P.O. Box 51, Groton, MA 01450. This deposit will be refunded for up to two sets for GC's and one set for sub-bidders upon return of the sets in good condition within 30 days of receipt of general bids. Otherwise the deposit shall be the property of the awarding authority.

Bidders requesting contract documents be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to BidDocsOnline, to cover the costs of mailing.

All inquiries should refer to the bid number and the opening date. Estimated cost of the project is $245,000. If bids come in at $250,000.00 or more, those bids and the resulting contracts will be subject to the requirements of Springfield Ordinances 4.14 and 4.15 (Responsible Employer Ordinances). Bidders are advised to pay close attention to the Ordinance Packet included in the bid documents and to meet the requirements of the Ordinances if bidding $250,000.00 +.

Bids for the General Contract will be accepted until 2:00PM at the Office of Procurement on June 30, 2010, at which time they will be publicly opened and read.

Bids for the sub-trades (Masonry) will be accepted at the Office of Procurement until Noon on June 23, 2010, when they will be publicly opened and read.

Affirmative Marketing Participation Goals:
Each Municipality must enforce the current Affirmative Marketing Goals as established by DCAM and SOMWBA as follows:
Construction Participation: MBE's (7.4%) and WBE's (4%)
Documentation forms and procedures to fill out the forms are contained in the bid Specifications. These requirements are mandatory. To apply for a waiver you must contact the awarding authority in writing 10 working days before the bids are due.

The work of these contracts is governed by the Prevailing Wage Rate schedule included in the bid package.
