at which time the bids will be privately reviewed in the Office of Procurement Bid Room. Bid documents will be available May 24, 2010 at the Office of Procurement.

The City of Springfield, Massachusetts ("City) acting through the Chief Procurement Officer of the City invites qualified, Internet Based Procurement System Services, licensed to practice in the Commonwealth of Massachusetts, to submit written proposals to provide Internet Based Procurement System (IPS) services within the City for a term of not more than three (3) years being a one (1) year term within the option to extend two terms, each term being one year.

This is a performance specification, and not a design specification. Respondents are encouraged to propose creative solutions to our needs.

Nothing herein shall limit in any way the ability or freedom of the City to use supplemental systems, vendors or services when they deem such to be in their best interests.

Annual cost not to exceed $50,000.00


All questions regarding bid or its specifications must be received by the Office of Procurement business no later than seven (7) (June 1, 2010) days prior to deadline for proposal submittals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
