10-451 - RFQ: On-Call Project Management Services for the Department of Capital Asset and Construction

The Solicitation Package (Request for Services) will be available at www.biddocsonline.com (may be viewed electronically and hard copy requested) or picked up at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167). When on the web site, click on the "Solicitation Tab" at the top of the page and then click on "Services Solicitation" and then click on the solicitation project name. Once on the project page, scroll down and click on the icons.

Hard copies of the solicitation will be mailed for a payment of $25.00 (non-refundable). Payment shall be electronic (online) or via certified check payable to BidDocs ONLINE Inc. Checks are to be mailed to BidDocs ONLINE Inc., P.O. Box 51, Groton, MA 01450.

A qualified firm will be directed by a certified project manager and have a minimum of five years experience in managing the design and construction phases of public buildings and parks. Experience working with cities and towns managing a variety of capital projects is required.

The Program Management consultant will be assigned to provide construction management services for one or more projects. The fee will be negotiated for each project assignment by either a Lump Sum total or an Hourly Rate. The Scope of services, as described below, may begin immediately and continue throughout the project life-cycle; from project development through design and construction. The project delivery method will be traditional Design-Bid-Build. During the construction phase the scope of services may include managing multiple contracts that run concurrently, covering repairs, renovations, new construction and relocation of one or more sites. This program manager may also be requested to oversee the work of another private OPM providing service to the City on other projects.

The City of Springfield is intent on hiring one or more Program Management consultants to ensure that the preparation of documents and project construction is completed on schedule and within budget. The consultant(s) will be involved in coordination of all project elements, providing technical advice and review and assistance in the day-to-day management of the assigned project(s).
The Program Management firm will act as an extension of the City of Springfield's Department of Capital Asset Construction's staff and assist the various City of Springfield departments in the management and implementation of construction programs, from the conceptual stages through planning, design, construction, start-up and contract close-out. Assist in the direction, monitoring, control and interface with all major disciplines, including, but not limited to, preconstruction contractors, architect/engineers, general contractors, furniture, interior designer, fixtures and equipment (FF&E) contractor, and other specialty consultants. The relevant experience of candidates with these types of services will be a factor in the evaluation of proposals.

The Program Manager candidates must be PMP certified by the Project Management Institute and hold current certification by the Massachusetts Certified Public Purchasing Officer Program as administered by the Inspector General of the Commonwealth of Massachusetts, as applies to projects under the jurisdiction of SBA.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so. No questions will be answered unless received by the Chief Procurement Officer at least seven (April 22, 2010) business days prior to the expiration of the time set for filing proposals.

This qualifications based request is governed by MGL c. 7, sec. 38A through 380 and MGL c. 149, sec. 44A-1/2 and reflects changes to the construction laws per c. 193 of the Acts of 2004.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
