441 - Request For Proposal for Enterprise Application Developer

The School Committee of the City of Springfield wishes to obtain the services of qualified contractor to act as an Enterprise Application Developer for the Springfield Public Schools Department. The contractor shall be responsible for designing, coding, testing, de-bugging, deploying, maintaining, and documenting software applications, including but not limited to assisting with the implementation of ADP, Munis, and other enterprise systems. The contractor will be responsible for cross training the information systems development staff of the Springfield Public Schools on proven practices of application development and design.

The contractor shall bill the Springfield Public Schools monthly, on an hourly basis, for services provided at days and times to be mutually agreed upon by the Contractor and the SPS Director of Information Systems, not to exceed a total expenditure of $75,000 per year.

The term of the contract shall cover the time period between July 1, 2009 and June 30, 2011, renewable yearly. This contract shall include an optional extension for one additional year.

The proposer shall submit evidence of the following qualifications:
• Demonstrated successful experience with Springfield Public Schools at-large payroll systems
• Experience with payroll systems migration
• Experience with ADP Payroll System, City of Springfield Payroll, MAPPER, Tyler Munis
• Experience with City of Springfield Budget/Funding Procedures and Coding
• 5 + years experience with application development and systems integration

The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
