Sealed bids for Services: Demolition & Abatement of Hazardous Materials at the Former Chapman Valve Manufacturing Facility Building located at 121 Pinevale Street in Springfield.

At which time the bids will be opened and read aloud. All inquiries should reference the bid number and the opening date of April 30, 2009. Late bids are not accepted. Bid documents are available Wednesday, April 8, 2009 at the Department of Purchase.

The Pinevale Street property is an approximately 56,000 s.f. single-story former manufacturing building of cast iron and structural lumber-framed construction. Portions of the building are in a state of partial collapse. The building generally consists of a built-up tar and gravel roofing system on a wood deck, interior and exterior walls of brick and CMU construction, corrugated metal, galbestos, and corrugated transite wall paneling, wood block flooring system over concrete floor slab, wood, sheetrock, and plaster wall and ceiling systems, HVAC, plumbing and electrical systems. The scope of work includes abatement of asbestos-containing materials and demolition of the building to floor slab grade. The scope of work also includes site clearance and clean-up including removal and disposal of construction and demolition waste debris piles, tires and miscellaneous trash and debris on the site, and utility cutting/capping/abandonment. Demolition and removal of a portion of the concrete floor slab and associate foundations (to a depth of four feet) is also included as Alternate A of this project.

Contract completion is within 150 consecutive days of the start date fixed in the City Contract documents.

Bids for this contract are subject to the provisions of Massachusetts General Laws (M.G.L.) Chapter 149 as amended, and other applicable statutes and reflects changes of Chapter 193 of the Acts of 2004 relative to M.G.L. 23A &44 and M.G.L.c.7. and 44N. Chapter 149 requires that the General Contractor be certified by the State Division of Capital Asset Management for Demolition.

Bid security in an amount equal to five percent (5%) of the amount bid must accompany each bid. Certified or bank checks only, letters of credit or bonds will be accepted. Bonds must be from surety companies licensed by the Commonwealth Division of Insurance to transact business in Massachusetts.

The selected contractor shall furnish a 100 % performance bond and 100% payment bond in the amount equal to 100% of the contract price.

The estimated construction cost of this contract is $840,000.

Specifications and bid forms may be obtained at the Department on Wednesday, April 8, 2009. A refundable fifty dollar ($50.00) deposit is required and will be returned to all who return the specifications complete and in good condition within time specified in instruction to bidders. Certified or bank checks must be payable to the City of Springfield. In addition to the bid deposit, bidders requesting that the documents be mailed to them must include a non-refundable check for $25.00, payable to the City of Springfield to cover those costs. The City of Springfield does not accept personal checks. This check is not refundable.

The conditions of employment and prevailing wage rates, as set by the Massachusetts Commissioner of Labor & Industries and included in the specifications, under MA General Law Chapter 149, Section 26-27d, inclusive, as amended, shall prevail in the work of this contract.
