221 - Alternative School Bus Transportation for Homeless and Special Needs Students on an "As Needed Basis
End date: Tuesday December 23, 2008 at 2 p.m.The Springfield Public School Department is in need of multiple vendors to provide alternative school transportation for homeless and/or special needs students on an "as needed" basis. The bidder(s) must have the necessary qualifications, equipment and specialized vehicles to perform the services for the City. First Student, Inc. currently provides both special needs and regular school bus transportation and this bid will encompass alternative transportation needs of certain students that are not provided by First Student students.
The Springfield School Department requires the use of 7D vans and wheelchair vehicles. The vendor(s) will use only trained and duly licensed Massachusetts 7D, CDL/P and CDL/S drivers.
The estimated cost for Homeless transportation is $500,000.00. The estimated cost for Special Needs transportation is $800,000.00. This agreement is for one year with the option to renew for two additional one-year terms. Contract is to be awarded to multiple vendors.
A PRE-BID CONFERENCE WILL BE HELD AT THE CITY OF SPRINGFIELD SCHOOL DEPARTMENT CONFERENCE ROOM 195 STATE STREET, SPRINGFIELD, MA 01103, ON DECEMBER 16, 2008 AT 10:00 AM.

The conditions of employment and minimum wage rates as set forth by the Massachusetts Division of Occupational Safety shall prevail in the execution of the work under the contract. Wages are subject to minimum wage rates and included in the bid documents.
The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.
The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
No questions will be answered unless received by the Chief Procurement Officer at least seven business days prior to the expiration of the time set for filing proposals.
