54 - RFP: Design Guidelines

Request for Proposals for Design Guidelines for Development and Redevelopmnet in certain Character Neighborhoods in Springfield.

The City of Springfield, acting through its Office of Housing and Neighborhoods Services, issues this RFP to parties who have an interest in providing the City with consulting services on behalf of the City for Design Guideline Development The City hereby requests competitive proposals, for services to be conducted during the period of November 1, 2007 through March 31, 2008, unless extended by the City at its sole discretion. The City reserves the right at its sole discretion to renew this Agreement for an additional term of three months.

Aggressive tax title taking activity conducted by the City of Springfield has yielded numerous residential in-fill opportunities. As the City takes title through the land court process, the disposition activities must insure appropriate residential infill housing.

In order to bolster the City's work to identify and eliminate barriers to infill development, the City of Springfield seeks to engage a consultant to develop infill design guidelines and prototype architectural plans. In addition to helping to ensure that new infill, additions, and alterations will reflect the historic fabric of the existing structures of key character types in Springfield, the City anticipates the consultant's deliverables will help to expedite approval and permitting process, reduce development costs, and garner community support for infill projects through the use of input received by the consultant from area residents.

All questions regarding bid or its specifications must be received by the Department of Purchase business no later than seven (7) business days prior to deadline for proposal submittals. The Acting Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
