330 - Services: Grass Mowing at Armory Street and Bondi Island Landfills

End date: Thursday June 19, 2008 at 2 p.m.

Provide all necessary labor, equipment and materials to mow the landfill cap areas as directed on an as needed basis. It is expected that the mowing services will be needed at least one (1) time per year. The initial area is estimated to be 3.8 acres at the Armory Street landfill and 29.8 acres at the Bondi Island landfill. The pricing does not include brush/ tree mowing, weed whacking rip-rap swales, fence lines or other mowing obstructions.

Scope of Services: Mobilize required personnel and equipment to the project location.
Mow the vegetative cap portions of the landfills mechanically using Low Ground Pressure tracked equipment to a height of six (6) inches. Care will be taken to minimize clumping of mowed grass to avoid future problems with growth and potential damage to the integrity of the liner. Contractor will inspect the stability (wetness from adverse weather) of the cap prior to performing the cutting to insure the mowing equipment will not damage the vegetative layer of the landfill cap. Care will be taken to identify all existing permanent structures such as wells, vents, and manhole structures. However, unless clearly marked above the height of the vegetation with stakes and flagging, it is understood the contractor cannot guarantee that damage will not occur. The work to be scheduled shall be performed Monday through Friday (holidays excluded), 7:00 am to 3:30 pm.

Contractor agrees the mowing of the approximately 33.6 acres will be scheduled and completed during or around the month of August on a mutually agreed upon date. Typically, the areas are mowed one (1) time per year depending on the growing season

The contract for mowing services shall be for a one (1) year term, with options to renew for up to two (2) additional one-year terms. The City shall retain sole discretion in the exercise of each option to renew. Anticipated Cost for Service: $13,000.00

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
