324 - Imprinted Pay-As-You-Throw Trash Bags & Turn-Key Retail Sales and Collection Management
End date: Tuesday June 10, 2008 at 2 p.m.The City of Springfield, through its Department of Public Works, is soliciting bids for the purchase of imprinted plastic trash bags and a turn-key retail sales and collection management solution for the implementation of the \"Pay-As-You-Throw\" municipal solid waste program.
The initial term of the contract will run from August 1, 2008 to June 30, 2009 with two (2) additional renewal options to extend for a period of up to twelve (12) months for each option.Contract Specifications for Imprinted Trash Bags
All bags quoted must conform to the following specifications for both 30-33 gallon and 12-16 gallon sizes and must have one of the following types of closures: twist tie, handle or draw tape:
1. Minimum 1.5 mil thickness.
2. Blue color plastic with customized imprinted artwork provided by the City.
3. Minimum post-consumer recyclables content of twenty percent (20%).
4. Packaged in 5-bag sleeves with either custom imprinted message or inserted brochure, UPC bar-coded for retail sales.
5.Delivered FOB destination.
Contract Specifications for the Turn-Key Retail Sales and Collection Management
Plan of Service
The Plan of Service must include:
1. Methodology and resources.
2. Organization chart with names of key personnel assigned to this program and their years of experience in providing their service function.
3. Description of automated systems the bidder will use to fulfill reporting, record-keeping and financial management functions.
4. Implementation schedule.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
