146 - Request for Proposals for Orthophotography Update

The City of Springfield is updating the basemap of its existing Citywide geographic information system (GIS). The existing base map has 1":100' planimetric, topographic, and orthophotographic layers. There are 189 1":100' tiles covering the City. The planimetric and topographic data sets are in seamless ArcSDE format. The base map was produced by Chas. Sells using Spring 1995 photography. It was updated by Kucera using the 2003 photography. The Digital Terrain Model used in the 2003 mapping project is available for this project.

This orthophotographic update is seen as an important next step in keeping the City's GIS current. Estimated cost of project is not to exceed $50,000.00.

The City's GIS Committee will hold a pre-bid meeting to answer vendor questions on Monday, January 7th, 2008 at 2:00 PM., in the conference room at the Springfield DPW building, 70 Tapley St.

After the pre-bid meeting is held, all other questions pertaining to the RFP must be sent in writing or faxed to Timothy J. Plante at 413-750-2623. The City will take written questions up to January 9th, 2008 at 10 AM. The City will then answer questions in writing and send/FAX copies of the answers to all vendors that were signed-in to the pre-bid meeting or have otherwise expressed interest in bidding on this project. The pre-bid meeting is not mandatory.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
