The City of Springfield is requesting proposals for the redevelopment of 52 Westminster Street in the McKnight Local Historic District, which is listed on the National Register of Historic Places. The property is a vacant, wood frame, two and half story, Victorian home constructed circa 1882 on a 11,520 square foot lot with approximately
4, 000 square feet of living space. The City will entertain all offers that meet the minimum bid requirement.

THE MINIMUM BID FOR THIS PROPERTY IS $1,000.00.

The City is most interested in proposals which will renovate this house and restore to its appearance in 1939. The City is most interested in achieving single family owner-occupancy, but will consider proposals that include a rental unit. The rental unit would require approval by the boar of appeals.

A site tour of 52 Westminster Street will be held on June 9, 2007 at 1:00 p.m.; June 12, 2007 at 3:00 p.m.; June 16, 2007 at 1:00 p.m.; June 20, 2007 at 6:00 p.m. ; and June 23, 2007 at 1:00 p.m. Prior to entry, individuals will be required to sign an indemnification agreement.

A Technical Assistance Workshop will be held on Wednesday, June 20, 2007 at 6:00 p.m. at the Office of Housing and Neighborhood Services 1600 E. Columbus Avenue Springfield, MA 01105.

The property is being sold \"as is\" and the City makes no representations regarding the structural or environmental conditions. The selected developer accepts the property \"as is\" with no exception.

Questions regarding the RFP may also be submitted in writing to the Purchase Department. In order to provide prompt answers to questions, the RFP Committee requests that all Proposers submit written questions nineteen days prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield\'s Department of Purchase not later than close of business on August 3, 2007. Questions may be faxed or mailed.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
