30 - Lease of Space for Radio Communications Tower

The City of Springfield is soliciting proposals through an open, fair and competitive process, consistent with the best interests of the City of Springfield, from the telecommunications industry.

The City is seeking proposals from the telecommunications industry to lease space on a radio communications tower owned by the City of Springfield for the installation of cellular antennae and related equipment located behind the Raymond M. Sullivan Public Safety Complex, which is located at 1212 Carew Street in Springfield, MA. The existing tower is 125 feet high and the amount of space to be leased by the City shall be ninety (90) feet from the bottom of the tower. The lease will permit the installation, operation and maintenance of towers of support structures, antenna facilities and related equipment.

Term of the Lease
An initial five (5) year lease term with the option in favor of the selected firm to extend the lease for two (2) additional terms of five (5) years each. It shall be at the discretion of the City whether to grant an extension of the lease term to the highest bidder. The lease and options are subject to City approval. At the conclusion of the lease term and all subsequent renewal terms, all antennae and ground equipment facilities shall become the property of the City unless the City wishes the bidder to remove said property. The City calls attention to the request for the vendor to post a bond pursuant to its zoning by-law for this district.
