334 - PA: Bitmuminous Concrete, Laid in Place

The City of Springfield Department of Public Works is going out to bid for Bituminous Concrete, Laid in Place. To qualify, bidders shall be manufacturer of Bituminous Concrete.

Bid documents will be available beginning June 14, 2006 at the Department of Purchase to all parties who submit a non-refundable certified check or money order in the amount of ten dollars $10.00, payable to the “City of Springfield”. All inquiries should reference the bid number and the opening dates.

Bidders MUST be pre-qualified thru the Mass Highway Dept.

A 5% certified check, letter of credit or bond, payable to the City of Springfield, must accompany each bid. A 100% Labor and Materials and Performance bond, shall be required from successful bidder. A letter of credit will be considered from successful bidder in lieu of bonds. Surety bonds will only be accepted by surety companies licensed by the division of insurance to transact business in the Commonwealth of Massachusetts.

The conditions of employment and minimum wage rates as set forth by the Massachusetts Division of Occupational Safety shall prevail in the execution of the work under the contract. Wages are subject to minimum wage rates as per MGL Chapter 149, Sections 26-27G.

Estimated cost per year is $150,000.00.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
