317 - Consulting Engagement for Senior Project Manager Financial System Implementation

The City of Springfield Massachusetts is seeking a qualified consultant to provide professional services to the City associated with the implementation of an integrated accounting and financial management system. The City is embarking on a project to implement a new accounting, purchasing and financial management system for the City. The software package will be chosen by the city thru an RFP process. Award of the RFP will be made by June 30 2006.

The ideal consultant will have extensive experience as a project manager in the implementation of large-scale financial management software packages, including professional experience in the management of information technology organizations, extensive experience in working for a major consulting services organization(s) in the managing of large financial package software implementation projects.

This project is expected to commence in July 2006 and last from 18-24 months. Work will be performed in Springfield Massachusetts. Approximately three thousand (3000) hours of consulting over two years is anticipated. The budget for this engagement is limited to $250,000.

RFP will be made available to interested parties who submit a request to the Chief Procurement Officer at the address listed above. Each request must: be accompanied by a non-refundable cashier's or certified check made payable to the City of Springfield in the amount of Ten Dollars ($10), such payment to offset the costs of preparing, reproducing and mailing.

The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B, § 6.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.

All questions regarding bid or its specifications must be received by the Department of Purchase business no later than May 31, 2006 by 5:00 P.M.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
