The Springfield Parking Authority in Springfield, Massachusetts (SPA) is seeking a contractor to provide parking management, enforcement, and ticket collection services for its municipal parking facilities. This Request for Proposal (RFP) includes both off-street and on-street public parking facilities in the City of Springfield (the City). The facilities covered by this RFP document include five (5) parking garages, five (5) surface lots, totaling over 4500 spaces; and 950 spaces of on-street parking.

The term of the contract will be for 5 years and will be structured as a fixed fee-for-service contract, encouraging Proposers to apply modern parking management techniques and technologies to the project if they will result in a positive cash flow to the SPA.

On May 22, 2006, the RFP will be advertised and made available to interested parties who submit written requests to the Chief Procurement Officer at the address listed above. Each request must: be accompanied by a non-refundable cashier's or certified check made payable to the City of Springfield in the amount of Fifty Dollars ($50), which payment is to offset the costs of preparing, reproducing and mailing, to the extent necessary.

June 8th, 2006 at 10:00 A.M. there will be MANDATORY Pre-Proposal Conference held at City Hall, 36 Court Street, Room 220, Springfield, MA 01108.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
