at which time the bids will be publicly opened and read in the Department of Purchase Bid Room. Bid documents will be available April 5, 2006 at the Department of Purchase.

The City of Springfield, acting through its, City Purchasing Department seeks to lease areas of City Property i.e. billboards, located at the West side of West Columbus Avenue, street and parcel number 12168-0015 (next to 500 West Columbus Avenue) and the South East side of South Berkshire Avenue in Springfield, MA.

Each request must: (i) be in writing; (ii) be accompanied by a non-refundable cashier's or certified check made payable to the City of Springfield in the amount of Fifty Dollars ($50), such payment to offset the costs of preparing, reproducing and mailing, to the extent necessary, the IFB, and any additional material provided pursuant to this IFB.

An initial ten (10) year lease term with the option in favor of the selected firm to extend the lease for a period of one (1) additional term of five (5) years. The lease and options are subject to City approval.

Vendor will propose a minimum rent that the City will accept for the first year during the initial lease term of no less than $1,700.00 per month for the west side West Columbus Avenue location and $1,000.00 per month for the Berkshire Avenue billboard location, exclusive of municipal and other taxes. In subsequent optional terms, the parties shall negotiate, in good faith, monthly rentals with a minimum of 3%-5% escalation from the last year of the preceding term.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
