at which time the bids will be privately opened and read. Bid documents will be available at no charge beginning September 14, 2026, at the Office of Procurement from 9:00 A.M. to 4:00 P.M., or through the City’s website; www.springfieldcityhall.com .

The City of Springfield is seeking bids, from qualified and experienced Prospective Consultants to provide services for the hiring of permanent District Fire Chief through an internal promotional process using an Assessment Center that complies with Massachusetts civil service law, M.G.L. c. 31, rules, and regulations (including judicial interpretations thereof regarding use of assessment centers), with all applicable rules, regulations, and delegation agreements between the City and the Massachusetts Human Resources Division, with all applicable labor agreements between the City and its employees, and with industry standards for proper and ethical assessment center operations such as those set forth in Standards and Ethical Considerations for Assessment Center Operations Endorsed by the International Congress Of Assessment Center Methods.

The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B § 6.

Questions concerning the RFP must be submitted, in writing, and must be received by the Procurement Department no later than October 1, 2026, addressed to Lauren Stabilo at lstabilo@springfieldcityhall.com , Chief Procurement Officer. Answers will be provided only to vendors who are on record as having requested an RFP from the Procurement Department. The Chief Procurement Officer/designee reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
