The City through its Department of Parks, Buildings & Recreation Management – Facilities Division is seeking bids from qualified firms to enter into an agreement for the mason restoration and roofing replacement at the Parish House and
other miscellaneous repairs to the Church and Parish House building exterior. Estimated cost of the project is $1,100,000.00.

Bids for Prime/General Contractor will be received until 2:00 PM on May 12, 2026, publicly opened, forthwith online.

Filed sub-bids for the trades listed below will be received until 2:00 PM on May 1, 2026, and publicly opened, forthwith online.

The City of Springfield, invites electronic bids from Prime Contractors and Filed Sub-Bidders through biddocsonline. Bidding procedures are per Massachusetts General Laws Chapter 149 as amended and other applicable statutes. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, “General Contractor.” Filed sub-bidders must be DCAMM certified for the trades listed below, and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and signed DCAMM Sub-Bidder’s Update Statement. All Bidders will be required to pay Prevailing Wages whenever applicable.

SUBTRADES: Historic Masonry Work, Roofing and Flashing, Painting, Caulking, HazMat.

Site Visit: Bidders are strongly encouraged to attend a site visit at 50 Elm St, Springfield, MA 01103 scheduled for April 22, 2025 at 10:00 AM. Contact: Philip Maheu, Project Manager Gale Associates, PJM@gainc.com, with inquiries concerning the pre-bid site visit. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications.

Bid Forms and Contract Documents will be available April 15, 2026 at www.biddocs.com (may be viewed electronically and downloaded at no cost) or hard copies may be purchased at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167).

Questions must be submitted in writing to the City (nwalker@springfieldcityhall.com) by close of business on 4/24/26 for sub-bidders, and 5/1/26 for general contractors in order to be considered. The City of Springfield goal of twenty percent (20%) MWBE participation applies. MA DLS and Federal Davis-Bacon Prevailing Wage rates may apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
