at which time the bids will be publicly opened and read. Bid documents and specifications will be available at no charge beginning November 5 2025, through the City’s website; www.springfieldcityhall.com. The services included in this bid will fall under M.G.L. Ch. 149 and other applicable procurement statutes.

The City is seeking Contractors to furnish all necessary supervision, labor, materials, tools and equipment necessary to supply, install, and repair various types of floor coverings and flooring materials, including carpeting, vinyl tile, carpet tiles, rubber tiles, and other cement coverings. The services will be in various municipal and school locations throughout the City on an as needed basis as determined by the Facilities Department and will be for less $50,000.00 per project. The City intends to award up to Five (5) potential contracts to the lowest responsible and eligible bidder(s). The total estimated value of all contract(s) shall not exceed $750,000.00. The term of this contract will be for Three (3) years, contracts exceeding $150,000.00 will require DCAMM certification.

All questions regarding bid or its specifications must be received by the Office of Procurement by November 12th , 2025 at 4:30 P.M. The City of Springfield goal of twenty (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage rates apply. The Office of Procurement reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
