At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available beginning on July 16, 2025 on the City’s website, www.springfieldcityhall.com.

The City of Springfield seeks qualification from a qualified “Designer” with the meaning of M.G.L. Chapter 7C, Section 1, to provide professional design and potential construction administration services for the feasibility and preparation of construction/ bidding documents at the Old First Church in the City of Springfield, Massachusetts. As a part of this RFQ, the designer selected will be required to coordinate all of their project scope and work with other designers previously hired for other building systems work at the location. The Project Cost for this feasibility study – phase one, must not exceed $50,000.00. Total project funding will be pursued based on the recommendations of the feasibility portion of this project.

It is strongly encouraged to attend a site visit on July 23, 2025 at 9:00 AM at 50 Elm St, Springfield, MA 01103. Proposers must submit written questions to the Office of Procurement no later than 7/24/25 at 4:30 P.M in order to be considered (nwalker@springfieldcityhall.com). All Proposals becomes the property of the City of Springfield. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts. The Chief Procurement Officer/Designee reserves the right to reject any and all proposals if it is in the best interest of the City to do so.
