24-085 - New Playground Facilities at Frank H. Freedman Elementary School

THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. The bids are to be prepared and submitted at www.biddocsonline.com.

The City through its Department of Parks, Buildings & Recreation Management – Facilities Division is seeking bids for improvements to Elementary School Playgrounds at the following Springfield Public Schools. These bids fall under M.G.L. Ch. 30§39M and other procurement statutes.

Bids for Prime/General Contractors will be received until 2:00 PM on December 7, 2023, and publicly opened, forthwith online.

Bid 24-085 – The Improvements to Frank H. Freedman Elementary School will include installation of sediment & erosion controls; bituminous concrete pavement; porous bituminous concrete pavement; cement concrete pavement; drainage; earthwork; installation of owner-supplied playground equipment, and furnishings; fencing; coordination with Owner’s poured-in-place safety surfacing vendors and electrical utility company; site restoration and landscaping. Estimated value of the contract is approximately $400,000.00. It is strongly encouraged to attend a site visit on 11/21/23 at 11:00 A.M. at 90 Cherokee Drive, Springfield, MA 01109.

These meetings will provide an opportunity for interested parties to inspect the sites and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications. Questions must be submitted in writing to the City (nwalker@springfieldcityhall.com) by close of business on November 28, 2023 in order to be considered.

The City of Springfield goal of twenty percent (20%) MWBE participation applies. Massachusetts Division of Occupational Safety and Federal Davis-Bacon Prevailing Wage rates apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
