24-009 - Request for Qualifications: Civil / Transportation Engineer: Safe Streets & Road

Request for Qualification Package will be available beginning Wednesday, July 12, 2023, at the Office of Procurement. Bidders can request a copy on the City and rsquo;s website on the Procurement Department page at www.springfieldcityhall.com.

The City of Springfield invites all interested and qualified Civil / Transportation Engineering firms capable of providing the required services, to submit qualifications for the development of drawings, specifications, engineer’s estimates, construction certification services for the implementation of the Safe Streets and Roads for All (SS4A) Grant Award at 15 intersection and 10 corridor locations throughout the City of Springfield, Massachusetts.

The City has been awarded a $15 million implementation grant from the Federal Highway Administration in support of the $18.8 million total project cost. The City intends on selecting a minimum of 2 consultants for the project.

The City of Springfield will hold a non-mandatory pre-submission conference on Wednesday, August 2, 2023 at 10:00a.m. at 70 Tapley Street, Springfield, MA 01104.

It is highly suggested that firms wishing to submit a response to this RFQ attend the conference to be able to address any issues or ask any questions.

All questions regarding RFQ or its specifications must be received by the Office of Procurement no later than Friday, August 4, 2023 at 4:00 P.M.

The Chief Procurement Officer reserves the right to reject any or all proposals.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
