at which time the bids will be publicly opened and read. Bid documents and specifications will be available at no charge beginning April 18, 2018, at the Office of Procurement from 9:00 A.M. to 4:30 P.M., or through the City’s website; www.springfieldcityhall.com. Please refer to the bid number and opening date when requesting. The services included in this bid will fall under M.G.L. Ch. 149 and other applicable procurement statutes.

The City is seeking bids for qualified Contractors for on-call as needed masonry services. The services will be in various municipal and school locations throughout the City on an as needed basis as determined by the Facilities Department and will be for less than $50K per project. The selected Contractor will provide all materials, equipment and labor associated with painting services.

The City intends to award up to Five (5) potential contracts to the lowest responsible and eligible bidder(s) capable of performing the work. The estimated value of the contract(s) shall not exceed $75,000.00 per year (each). The initial term of this contract will be for One (1) year, but will include One (1) one-year in length renewal option, to be exercised at the City’ sole discretion.

All questions regarding bid or its specifications must be received by the Office of Procurement by Thursday April 26, 2018 at 4:30 P.M. (ehand@springfieldcityhall.com). There will be an optional briefing session on Wednesday April 25, 2018 at 11:00 A.M. the Office of Procurement. The City of Springfield’s goal of twenty (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage rates apply. The Office of Procurement reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
