At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available beginning on June 21, 2017 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com.

The City of Springfield is soliciting Request for Services for a qualified “Designer” within the definition of M.G.L. Chapter 7C § 44-57 to provide Designer Services for the feasibility study and schematic design phase for the Springfield Brightwood School, located at 471 Plainfield Street, Springfield, MA 01107. Awarded contract may be amended to include continued designer services through design development, construction contract documents, bidding, awarding of construction contract(s), construction administration, final closeout and warranty period.

There will be an optional briefing session/site visit on June 23, 2017 at 10:00 A.M., on-site at the Brightwood School, located at 471 Plainfield Street, in Springfield. Contact: My- Ron Hatchett, 413-784-4748. Potential proposers are strongly encouraged to attend the briefing session. The estimated construction cost of the project is between $30-$70 million dollars, depending on the final solution agreed to by the City and the Massachusetts School Building Authority. The Design fee will be negotiated.

All questions regarding the RFQ must be made in writing and received by the Office of Procurement no later than June 28, 2017 at 4:30 P.M. in order to be considered. Questions will be answered via numbered addenda and distributed to all plan holders by the Office of Procurement.

All RFQ responses must be delivered in sealed packages clearly labeled with the City’s RFQ number and firm name to the Office of Procurement no later than July 5, 2017 at 2:00 P.M. All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
